This position is located in the Department of Health and Human Services (DHHS), Centers for Disease Control and Prevention (CDC), Office of the Director (OD), Office of the Chief Operating Officer (OCOO), Office of the Chief Information Officer (OCIO), Office of the Chief Information Security Officer (OCISO), Atlanta, Georgia.

DUTIES:
As an Information Technology Specialist (INFOSEC) you will:
  • Research and advise on all matters relating to security vulnerabilities and threats to CDC computer systems.
  • Follow information security policies, methods, standards, Federal Information Security Management Act (FISMA/National Institutes of Standard and Technology (NIST) standards and practices to organizational information systems, IT reference materials and interpret regulations.
  • Implement security controls, perform ongoing maintenance and prevent, detect, analyze and respond to security incidents.
  • Conduct risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, rules, and protection needs.
  • Communicate with Information Security Systems Officer (ISSO) , CDC organizations and organizational staff.

QUALIFICATIONS REQUIRED:
Applicants must have at least one year of specialized experience at or equivalent to the next lower grade level in the Federal service as defined in the next paragraphs. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position.

GS-11: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service which includes experience maintaining the confidentiality, integrity and availability of automated data processing operating through performance of IT security and information assurance activities.

GS-12: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service which includes maintaining the confidentiality, integrity and availability of automated data processing operations through performance of IT security and information assurance activities implementing IT security policies and procedures in the development and operations of network and telecommunication systems, mainframe personal computing, video-conferencing, infrastructure software and server support.

Additional Qualifying experience for the GS-11/12 grade level requires IT-related experience that demonstrated each of the following four competencies: Attention to detail; customer service; oral communications; and problem solving.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
For the GS-11 level: 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent Doctoral Degree
There is no education substitution for the GS-12 level.

COMBINATION OF EDUCATION AND EXPERIENCE:
Your education and work experience may be combined to meet the qualification requirements of this position at the GS-11 level.

Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
