The incumbent serves as a senior Contract Specialist with responsibility for pre-award and post-award functions involving highly specialized procurements of significant importance to the HHS health, regulatory or human services programs.

"As a Contract Specialist you will: Serve as a senior Contract Specialist with substantial Contracting Officer (CO) authority. Have responsibility for all pre-award and post-award functions on assigned contracts, most which are characterized their complexity and significant dollar amounts. Award and administer construction/architecture-engineering type contracts. Work with program to establish acquisition plans which include the identification of applicable clearances and the establishment of milestones for each acquisition. Review the draft Request for Contract (RFC) and identify areas in the scope of work requiring revisions to remedy unclear or ambiguous requirements. Ensure the RFC contains all applicable clearances, a certification of funds and is complete and compliant with applicable regulations, policies, and law. Understand and interpret procurement regulations and contracting principles including the latest procedures and techniques. Communicate with staff members, internal and external partners, other Federal agencies, and senior management. Assess and develop procedures and materials used in reviewing contracts for conformity to laws, regulations, and policies." ]

In order to qualify for GS 13, applicants must meet both the Basic Requirements and Minimum Qualifications Requirements as stated below:
BASIC QUALIFICATION REQUIREMENTS: A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. and B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, MINIMUM QUALIFICATION REQUIREMENTS: Applicants must have at least one year of specialized experience at or equivalent to the GS-12 in the Federal service as defined in the next paragraph. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include providing contracting services for the acquisition of a wide range of supplies, services, and/or construction; performing complex pre-award and post-award functions for a variety of procurement actions; and applying cost/price analysis techniques. NOTE: This position requires a FAC-C Level III Certification, and four years of contracting experience, 24 semester hours of business-related courses (accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management) and baccalaureate degree from an accredited institution, and all required training for FAC-C Level III.
