JOB SUMMARY:
The incumbent serves as a Contract Specialist with responsibility for pre-award and post-award functions including price/cost analysis, negotiation, and administration for services, materials, and equipment associated with health administration, health research, regulatory compliance, and/or production activities of one or more HHS organizations.

"As a Contract Specialist you will: Develop strategic plans in conjunction with program officials and Contracting Officer's Technical Representatives (COTRs) to define requirements, and establish acquisition plans. Give advice and recommendations on data that should be included in procurement requests. Review procurement requests and communicate with program personnel to assure all information is clearly set forth in the request. Analyze requirements and recommend the acquisition method most appropriate to meet the program objectives and policy/regulatory requirements. Prepare solicitation documents which incorporate required Federal Acquisition Regulations (FAR) and HHS policies and provisions; requirements for technical proposals; cost data requirements; and all other required data. Perform cost/price analysis, including analysis of cost breakdowns to determine reasonableness and conformance to applicable regulations, directives and policies. Independently perform all contract administration functions. Prepare close-out documents to close contracts which encompass review of project officer's certification." ]

QUALIFICATIONS REQUIRED:
In order to qualify for the GS 11/12 , applicants must meet both the Basic Requirements and Minimum Qualifications Requirements as stated below: Basic Requirements A. 4 year course of study leading to a bachelor's degree with a major in any field; OR B. At least 24 semester hours in any combination of the following fields; accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization management; OR C. EXCEPTION: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at the grades GS-09 through GS-12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at the GS-12. This includes positions at other agencies and promotions up through the GS-12. However, employees must meet specialized experience requirements when seeking another position. Minimum Qualification Requirements GS-11:
Applicants must have one year of specialized experience at or equivalent to the GS-09 grade level in the Federal service as defined in the next paragraph. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include performing pre-award and/or post-award functions; prepare solicitations and bids; perform in-depth evaluation of financial and technical capabilities, or the performance of contractors; analyze cost and pricing data and participate in contract negotiations. OR 3 full academic years of progressively higher level graduate education of Ph.D. or equivalent doctoral degree in one or a combination of the following fields: accounting, business, finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR Have a combination of specialized experience and education. When combining education and experience, the total percentage must equal 100 percent to qualify. GS-12: Applicants must have one year of specialized experience at or equivalent to the GS-11 grade level in the Federal service as defined in the next paragraph. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include reviewing and administering contracts; planning and conducting contract price/cost analysis of a variety of pre-award and/or post-award procurement actions; and negotiating and preparing documents for contract modifications. NOTE: This position requires the following: GS-11: FAC-C Level I Certification, and 1 year of contracting experience, Baccalaureate degree from an accredited institution or 24 semester hours of business-related college courses (accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management) and all required training for FAC-C Level I.
